plainbox:secure:providers: rewrite get_builtin_whitelists()

This patch rewrites get_builtin_whitelists() to use the
FsPlugInCollection class along with a the new WhiteListPlugIn class.
This simplifies the implementation and testing lot since none of the new
code needs to deal with filesystem-related APIs.

- Lists not in order (both checkbox and plainbox reorder them on the fly but this makes the behavior more predictable).
- Lists referring to renamed (which I updated) or nonexistent (which I deleted) tests.
