bin/cloud-archive*-backport: add '--proposed' flag to search proposed

In backporting to cloud-tools archive, and wanting to upload to
-proposed, I needed to backport from ubuntu-proposed.

This allows you to explicitly do that. I'm not sure if the default
actually *should* be true or not. I left it this way, its a bit safer.

dput.d/profiles/ca*.json: do not use supported-distribution.

I did not debug this thoroughly, but when I tried to upload to the
cloud-tools archive dput complained that the distro was bad.

I *think* that this was because my distro was 'precise', not
'precise-proposed'. I could be wrong.

This just changes that check to not run.
