Makefile fixes:

- use virtualenv --distribute; otherwise bootstrap.py will fail
- use virtualenv for 'make checkzope2' too

Make zope2.cfg work with zc.buildout 2.0

We have a bootstrap.py that expects buildout 2, which won't work if
Zope2's versions.cfg pin buildout to 1.4.4.
