Aggressive, and incomplete refactoring of the tech tree. Primarily the number of empty theories is reduced.
An intelligence catagory is introduced and some tech names are changed. I.e. SHP_RADAR to SPY_RADAR. Translations are updated to use the new tech identifiers.
