/etc/nagios/nrpe.d/check_ntpmon.cfg doesn't exist

/etc/nagios/nrpe.d/check_ntpmon.cfg can't exist on nagios unit
when monitor_self is set to true, so ntp should handle this case.

With this config option, you can specify clients which will be allowed
to send requests to the NTP server without any rate limit.
