Set lex_syllabification to "NONE"

(lex.compile) does some verification of the input file, including
phonemes being valid and syllabifying.

Here we set lex_syllabification to NONE because we want to avoid
those verifications, since the language support will not be installed
when we compile the lexicon and, if another lexicon has been loaded
(e.g. cmulex) its lex_syllabification settings will interfere.

The lex_syllabification variable was found by reading
festival/src/modules/Lexicon/*.cc sources
