Description of the change
Creates an abstraction layer for talking to the Nova messaging system. This allows a pluggable interface for using different message or queuing systems. New feature. Includes a complete driver for the current RabbitMQ support and passes all of the tests except those that are AMQP specific. Work is being done to enable driver specific tests as well.
