BUGGY Get endbooknoeject and bookendrule to work in diglots

* Diglots no longer ignore \endbooknoeject
* Colophon remains on final page (if space)
* bookendrule (if not ejecting) and finalbookendrule seem to behave correctly
* New \runmilestone TeX macro for use in hooks, etc. Normally, milestones cannot
be put in such situations because of how they collect their arguments. This command collects arguments
in a more normal way, and passes them along.
E.g \def\bookendrule{\vspace 1ex \runmilestone{zrule}{style="double" width="0.3" thick="6pt"} \vspace 1ex }

Note that if \endbooknoejecttrue, and using text borders (which still only
enclose the entire text-area), additional space as above should be added to
\bookendrule, otherwise the borders will touch the bookendrule.

Reduce needless re-runs (Fix some broken logic)
