1753_QEMU_riscv64_install: use generic release name

The test case should be usable with any future Ubuntu release.

* Replace 'jammy-' by '<release>-'.
* Don't suggest a download URL in the test case itself.

riscv: Update reboot/poweroff test procedure for the Unmatched board

In jammy, there are the SBI SRST extension in kernel 5.15.0-1006.6 and openSBI
1.0, which allow the Unmatched board to reboot gracefully.

Poweroff has worked since 5.13.

Drop CM3 tests.

Delete CM3 tests as they are no longer supported
