Actually, on second thought we *don't* want to automatically telinit u when
upgrading from previous 1.6 versions of upstart... because if you do this twice in a row without rebooting, and you were still running 1.5, upstart still
drops its brain. Back this out, and think about how to do it with a check
for whether pid 1 == /sbin/init.
