Enable preinstalled riscv64 images, attempt #2.

All the things landed in focal-update to build images. v5.8 riscv64 kernel is in proposed and will land into -updates soon.

Just a quick question: since this line enables the builds also for groovy, do we have everything we need in groovy as well? Or maybe we should only make a separate focal entry to add it there?

however there is no groovy in crontab at all.

in theory everything is there in groovy too in terms of packages (uboot/opensbi/etc).

I don't think we will be building these for groovy, but meh.

Ok, I think we don't have livecd-rootfs required changes on the groovy side. But let me merge it anyway since we don't care about groovy really - I'll fix it up as a separate entry later.
