buildsnap: refresh preinstalled snaps

If a requested snap is presintalled on the host image (i.e. core22, or
snapd) installing a snap from the given channel will be a no-op and
exit zero. Thus always also refresh from the given channel to ensure
the build is performed against snaps from the correct channel.

target/chroot: fix passing space separate env variable values

image_targets list is encoded as space separated environment variable,
which is encoded in pylxd backend correctly, but not in the chroot
one.

Maybe lists should be encoded as comma separated, at lease
livecd-rootfs supports that.

lxd: add /dev/mem device

snap-preseed tool wants /dev/mem device access, such that we can
partially prebake images and turn them into a ready-meal, making first
boot snap seeding much faster.
