✊ to the lander

Never clear lander_signoff automatically, one can only now do this manually via api.

Never clear autopkgtest field of all the excuses and results.

Ignore ppa state, and "Queue" britney as soon as lander approves.

This makes lander_sigoff forcing to start running britney.

Ok, this feel like a decent change - it also feels like it won't break any MP-based mechanics in case those are needed. So I'm generally fine with this.

...BUT! Did you run tests?! I tried and got 3 failures! Please update tests. If you wish to run the unit test suite on a modern series, you need to tweak the flask imports from flask.ext.XXX to flask_XXX locally.
