UBUNTU: [Packaging] enable cloudimg-rootfs features in core-initrd

Build core-initrd with regular features "main server" and also
"cloudimg-rootfs" feature that enables classic boot.

Build kernel.efi with embedded kernel cmdline
"snapd_recovery_mod=cloudimg-rootfs" to perform classic boot by
default. Currently there is no correctly working LoadOptions passing
from shim to kernel.efi.
