Fix installation issues with Intel compiler. Doxygen framework

This branch fixes the usability and portability issues caused by the
former build strategy, which did not suit the Intel compiler
(subsidiary modules were not installed). Libraries using the
high-level API should work fine with this version without changing
anything, at least both with Intel and GCC compilers.

The rest of the improvements only touched the documentation, in
particular with the introduction of a Doxygen configuration that can
be enabled by setting the option --enable-docgen=yes for the configure
script.

Force use of static library in XMLF90_LIBS in .mk file

So that the library can be used simply by defining XMLF90_ROOT and
including the installed .mk file (see the installation section in the
README file), the .mk file forces the use of a the static library
libxmlf90.a.
