Drop Nagios functional test

The format for filenames in Nagios has changed from charm.cfg to
specific host config files, causing the test for nagios check
definitions to fail. Given that Nagios and NRPE already test the
mechanism for check delivery, and that we test NRPE here, the Nagios
test is unnecessary and can be dropped.
