Changed ordering of series and some logic

Based on a review the metadata was updated, not to have focal as primary
series, since it is not released yet.
Added some comments to explain changes in the config-changed hook

Made the charm python3 compliant

The code is updated to work with python3, and the install on all
supported platforms is installing python3, which means that python
versions 3.4-3.7 are supported (3.4 is trusty, 3.7 is focal)
