This is revamp of logic of placing new militarysites. The topic is quite complex as so many factors must be considered (free teritory, various kind of resources, enemies nearby), I cleaned up the code, because it seems too cluttered. There were no other changes out of AI, expcept of changing 3 conf files, but only parameters that are used for AI
