New Distribution.{official_packages,supports_ppas,supports_mirrors} and DistroSeriesParent.inherit_overrides flags to unhardcode some Ubuntu special cases for derived distros.

Derived distros needs a few extra flags added to Distribution and DistroSeriesParent:

Soyuz, DistributionMirror and PPA functionality is currently hardcoded to be enabled only if a distribution's name is 'ubuntu'. This isn't very compatible with having another full functionality distribution, so let's turn them into explicit flags instead.

Initialising a new distro currently ends up with every package in universe, since overrides aren't inherited from the parents like packages are. Let's add a flag to DistroSeriesParent to optionally enable override inheritance for initial RTM setup.
