Merged nux.fix-608124 to trunk after review and approval from Jay. Added
API to allow a custom VScrollBar for a ScrollView. Added BlurSurface()
and DrawRoundedRectangle() to nux::CairoGraphics to allow cleaning up
unity and avoid code-duplication there. This is also a prerequisite for
unity.fix-608124-3 fixing LP: #608124.
