Regarding the disappointing decision, that Ubuntu 12.10 and above doesn't provide non PAE Kernels for the i386 architecture anymore, I've compiled a custom kernel based on the latest offical Ubuntu kernel source package with PAE (HIGHMEM) disabled.

For a fresh Ubuntu 12.10 and above installation, simply download the latest ubuntu-desktop-i386.iso image and create an installation stick with usb-creator-gtk tool. Replace casper/vmlinuz and casper/initrd.lz with the customized files on this site.
(see installation details in README file).

Supported Versions:
Ubuntu 12.10 Desktop 32 Bit (tested with 3.5 kernel)
Ubuntu 13.04 Desktop 32 Bit (tested with 3.8 kernel)

The kernel has been tested on ThinkPad T42, but should run on other Intel non PAE systems,
too.
