Add missing keyboard tests and move them to a sensible position

The CM4s and Pi Zero 2 cases were missing the keyboard portion. Also the
keyboard portion, when present, was long after the keyboard had actually
been used in prior tests; move it up so the flow makes sense.

riscv: Update reboot/poweroff test procedure for the Unmatched board

In jammy, there are the SBI SRST extension in kernel 5.15.0-1006.6 and openSBI
1.0, which allow the Unmatched board to reboot gracefully.

Poweroff has worked since 5.13.
