We put tag() everywhere that we can, so that it is easy to see who is making a
particular request. It is also useful to see this in the disconnect case. (eg,
it makes it clear that user-admin is disconnecting, and not a particular
agent.)

Without the bridge-utils package, we cannot configure
bridges devices in the way that the maas provider needs.
This package is a dependency of the lxc package, but
we only install lxc when the first container is started,
and we configure the bridge device at cloud-init time.

Fix verified live under MAAS.
