Updated dist-upgrade and do-release-upgrade calls

Both
https://docs.openstack.org/charm-guide/latest/admin/upgrades/series.html,
and
https://github.com/openstack-charmers/zaza-openstack-tests/blob/9fb488efef20f28501c5de931c311ff2bf33470a/zaza/openstack/utilities/series_upgrade.py#L845-L848,
use a different upgrade methodology for "apt dist-upgrade" than this
script does; I've updated this script in favor of what the OpenStack
team is using in their documentation and tests.

Also, although it may be unnecessary on "juju run" commands, I have
added a DEBIAN_FRONTEND=noninteractive variable to the d-r-u calls as
well.
