Demote ifupdown to universe.

ifupdown will remain in universe, but should not be supported for new
installs of Ubuntu 19.10 and later going forward. It is currently not
available by default on any of the Desktop, Cloud, or Server Live images;
only the classic server image has it available in the package pool for
manual installation from the media. So it's not providing value to users
via the recommended install paths, and we should just drop it from main and
the classic server ISO to signal that it is not being supported going
forward.
