Per Lubuntu Developer discussions: if it's deprecated, gone, and needs to die, then we should drop Muon in Lubuntu and use Discover instead as it's stated as the replacement.

Steve pinged me in #ubuntu-release for my opinion, and after review now that i have stable connectivity for a short while in my travels for work (and the return journey!), it is my opinion that we should drop muon because we have Discover. This can be revisited in future if necessary.

Remove muon from Lubuntu

muon was removed from Debian unstable in January 2023 with the rationale
that it is abandoned upstream (Debian bug #1029171). It has not been
removed from Ubuntu because it is seeded in Kubuntu, Lubuntu, and
UbuntuStudio.

I do not know if there is a suitable replacement.
