These source packages are kept in the Debian archive only for license
compliance of their reverse-build-dependencies and should not be
considered "back in unstable" for purposes of following Debian package
removals.

If we want to refcount sources in the Ubuntu archive based on Built-Using,
that should be done entirely in Launchpad, not by constraining the behavior
of process-removals based on Debian's entirely independent refcounting.
