build/lb_ chroot_ archives: append to the sources.list for ppc64el the previous commit would overwrite and we'd miss the primary archive

fix sources.list modification
The previous commit would result in the primary archive not being
written to /etc/apt/sources. list. This leaves that initial portion
the way it is and adds the ppc64el piece only there.
