scripts/build/lb_binary_virtual-hdd-raw: fix bad usage of which

scripts/build/lb_binary_virtual-hdd-raw is labeled /bin/sh
but there was either a typo or a bashism, its hard to tell.

The issue can be demonstrated here:
$ sh -c 'which non-existant-command 2>/dev/null &>1 &&
       echo use-that-command || echo do-not-have-that-command'
use-that-command

scripts/build/lb_chroot_archives: append to the sources.list for ppc64el

the previous commit would overwrite and we'd miss the primary archive
and only have -proposed.

fix sources.list modification

The previous commit would result in the primary archive not being
written to /etc/apt/sources.list. This leaves that initial portion
the way it is and adds the ppc64el piece only there.
