lp: increase txpkgupload-ppa haproxy ftp timeout from 30m to 70m

This timeout is currently blocking very large files from being uploaded. Currently if a PPA file takes longer than 30 min to be uploaded, than the upload fails without a message. Increasing this timeout will allow for larger files.
This is only an issue with FTP uploads (not SFTP).
The choice of 70 min comes from the fact that a user is trying to upload a large PPA file (3Gb) which consistently fails due to this issue (https://answers.launchpad.net/launchpad/+question/709488)
