Use --nuninst-cache when calling 'stats' immediately after calling 'run'

Without --nuninst-cache, we are regenerating the uninstallabilities list
from scratch that was just generated as part of the previous britney2 'run'
invocation. Don't do this, just use the already-generated data.

Drop uninst_full report that has been broken for 5 years without noticing

The uninst_full report has been broken since support for per-suite
architecture lists landed in 2015, because we've been clobbering the
architecture list in britney_nobreakall.conf with 'amd64'. We could fix it,
but:

- Nobody noticed for 5 years that the count of uninstallable arch: all
  packages on the majority of our archs was an implausible 0
- Generating the report properly shows 10,000 uninstallable arch: all
  packages on i386, making the report effectively useless
- We will never be driving this count to 0 so it's not a useful tool for
  improving the archive (which is why no one noticed it was broken)
- It adds 2m to every britney iteration

So, just drop this extra report instead.
