[r=nataliabidart] Be less strict when bleaching HTML from markdown.

Bleach.clean() is much more strict than markdown's safe_mode='escape' and
was escaping some valid and harmless HTML markup. This adds the tags I was able
to identify to the explicit whitelist for bleach. It can be easily expanded as we
find more, and it still protects against <script> and other evil things.

Includes tests and as a bonus, pep8ification of the test_templates.py module.

[r=fgallina] Update combo serving configuration for development so it actually works :)

The old configuration assumed developing on localhost and served the combo assets via a separate gunicorn process and an absolute URL.

These changes remove the extra server configuration altogether (the old wsgi app was removed ages ago so this was never really going to work again) and point the combo assets to a relative URL (for development only) so they are served by the existing Django/gunicorn stack and things actually work in dev mode.

- Added Makefile.db, almost verbatim copy from SCA.
- Copied some targets and settings from SCA, so DB targets work.
- Added README, also adapted from SCA.
- Added dependencies-devel.txt.
- Added and updated settings files to approximate SCA's pattern.
- Added setup-container script, from SCA too.

With this, the usual workflow is possible:
