Cleaning up code in ExpandEnvironmentString, plus fixing a little (unreleased) bug in getting the path of %string%, if not in environment block.

Additionally altered some code to remove compiler warnings.

Fixed a bug in the expansion of strings. If a %string% wasn't in the list of environment variables, the path was never expanded correctly.

Merge from 1.7 branch:

close config file once and for all by delete-ing its wxFileConfig instance. Flushes all changes making them permanent and closes the file. Only then a new instance of Disk Cleaner is created in run_diskcleaner function. On closing, the parent Disk Cleaner process will try to write its settings again, but the wxFileConfig pointer will be NULL so nothing happens.

Fixed a clash of the parent process and a child process when accessing the config file. Should fix the issue with saving the config file when running Disk Cleaner from a thumb drive.
