pull out common setting-of-v code, and make v set when stopped.

That way when 5 units are stopped, and you add 5 more, the new units come up and see they are stopped,
and don't try to wake up the other units to cause them to start triggering as well.

Found a bug in how check_set_stopped was being called in update_locally.
Handle that the first unit being deployed has no peer relations in
the initial config-changed.
