Removed the (?) after usermod in predicate not found msg. Is more confusing
than helpful.
Imported (';')/2 into increval.P. It is used in a setof, so seemingly must
be imported. Seems to have worked before, but I'm not sure why. Explicitly
importing it seems to fix it.

Even on 64 bit windows, ODBC returns a 32 bit integer for SLONG.
So this fixes that.
