CI: Change the image for the flatpak job.

17a0ec01b3472ec39de2e8d2bd55c53ef65bf48e changed the runtime version of the flatpak manifest from master to the stable 3.28 runtime.
This resulted in the flatpak job failing since the container image only contained the gnome-nightly runtime.
