Pin tenacity and psycopg2 for py35/xenial

The libraries:

 * tenacity >= 8.0.0
 * psycopg2 >= 2.9.0
 * requests >= 2.26.0

dropped py35 support, thus breaking on Xenial. This pins those
libraries.
