Track cursor movement when no button is pressed

Additionally some of the state tracking code and event sending was moved to mir::X::input::InputDevice. The X11 Event handling loop was changed to consume all events still in the queue before returning. Horizontal scrolling is supported now too. Fixes: https://bugs.launchpad.net/bugs/1546324.
