Only build docs when building arch-indep packages.

This shaves a minute of the build time on my fast x86-64 box, so will probably be
an even bigger win on everyone's favourite armhf platforms.

Simplify our platform-related classes by removing the mg::BasicPlatform interface and moving the function to get the EGLNativeDisplayType into mg::Platform. The interface was only needed in the constructor of the offscreen display to get the EGLNativeDisplayType.
