debian/rules: Enable deprecated and testing tools

This fixes deb builds as they are currently defined but I guess at
some point soon we should think about not packaging the deprecated
ones at all.

Refresh 0004-obexd-enable-ebook-backend-conditionally.patch

Refresh 0004-obexd-enable-ebook-backend-conditionally.patch to apply
cleanly on bluez 5.45.

Refresh migrate_scripts_python3.patch for 5.45

Merge branch '5.45-tarball' into artful

Add/delete files to mirror: bluez-5.45.tar.xz

This is the (surprisingly large) set of changes required to convert
the 5.45 git tag into a perfect mirror of the contents of bluez-5.45.tar.xz

So now any additional changes after this are clearly and cleanly the
distro changes.

Apply: bluez_5.43-0ubuntu1.debian.tar.xz

And remove the debian sid files that don't exist in it.

Now we have a perfect mirror of zesty/artful's bluez_5.43-0ubuntu1

Apply: bluez_5.43-2.debian.tar.xz

Add and delete files to mirror: bluez-5.43.tar.xz
