Make s1.len always be the total length of section 1, including padding.
s1.header_len stays whatever is appropriate for the edition, and s1.data_len may
contain something else. This simplifies padding output and the s4 total message
length test.

Add an example of a message with non-zero s1.data_len (from
ftp://tgftp.nws.noaa.gov/SL.us008001/DC.avspt/DS.sgairmet/PT.bin_DF.buf/). Note
that the decoder won't handle without an updated table.
