properly fix bug #891754 and finish up what I need from blueprint
supp-qualifier-as-rtmd

- adds a bufr_fetch_rtmd_qualifier() call similar to TLC call.
- adds a bufr_set_key_qualifier() for searching against qualifiers
- revamp bufr_subset_find_values() entirely to handle qualifiers and fix
assorted logic bugs related to how sequence matches reset themselves when a
failure happens. The end logic is a lot easier to follow, more robust, and makes
it much easier to add more types of search criteria. Callback-based searches
jump to mind.
- add a test for find against qualifiers.
