Description of the change

Hello,

This MP promotes bin:prips (from src:prips) to main in Focal. MPs for other releases until Bionic have also been created. And for Impish it has been approved and merged already.

This has been discussed in LP: #1930207 and the MIR team has ACK'ed on this.

Reason for this change: this package is to be included in the Google cloud images the public cloud team builds, going back to Bionic. As cloud images are to ship only packages from main, this request is to see that happen.
