Description of the change

force-skiptest: php7.4/7.4.16-1ubuntu2 as php7.4/7.4.16-1ubuntu2 blocks the transition for php8.0 since php7.4-common will become uninstallable.

As a skiptest, it needs to be on php-defaults. Maybe we should fix this to force-badtest. It's OK, I'll do that.

Also, to get php-defaults to be a candidate we need a 'force' hint, will do that too.
