debian/control: Fix the build dependecy of debhelper & tzdata

The following packages have unmet dependencies:
 builddeps:/setup : Depends: debhelper (>= 13.11.6) but 13.11.4 is to be installed
                    Depends: tzdata-legacy but it is not installable or
                             tzdata (< 2023c-8) but 2024a-0+deb12u1 is to be installed

The systemd cannot be built until the dependent version of debhelper &
tzdata are tweaked.

[Endless] boot: Fix loader.conf fake symlink handling

This was a mistake in 9806a3dcc5 as the intended usage was to make reading of
`loader/loader.conf` also support the `loader.sln` fake symlink. In practice
this isn't an issue since we don't install `loader.conf` and it would be lost
on every ostree deployment, but it should be corrected.

This can be squashed into 9806a3dcc5 on the next rebase.

gpt-auto-generator: mount ESP when LoaderDevicePartUUID isn't set

If LoaderDevicePartUUID isn't set because the boot loader doesn't support it,
assume that the ESP partition on the root disk is the booted ESP. This is a
weaker guarantee but likely the same for the vast majority of systems. Allowing
the ESP automount in this case helps break a dependency loop. Existing boot
loaders can be changed to set LoaderDevicePartUUID, but they can't be delivered
to existing systems if the ESP is not mounted.

Revert "[DEB] Bring tmpfiles.d/tmp.conf in line with Debian defaults"

This reverts commit 97461254ad826ac7a36f6ea7e181c8e65cc6a98f.

Debian's policy is to never clean-up /var/tmp to keep consistency with
the SysV init system. Flatpak creates temporary files in /var/tmp during
app updates but does not remove them on error, to avoid re-downloading
them on a future update attempt, and expects these files to be
automatically cleaned-up by the system eventually, according to the
site's policy. With this policy in place these files are never removed,
wasting the user's storage space.

Revert this commit back to upstream's default policy of cleaning up /tmp
every 10 days and /var/tmp every 30 days.

sleep-products: Disable suspend on the Mission One

We detected a regression here where USB input devices do not work after
resuming from suspend. Let's disable suspend while we investigate a more
permanent solution, and on the stable branch (currently eos3.7) as well.

The Mission One is based on the Gigabyte Brix GB-BXBT-2807, so we are
disabling both product names here.

Do not create 'render' group

We rely on render nodes being tagged with uaccess, so we don't need to
add a special group here. Also drop passing -Dgroup-render-mode=0660
during build since we dropped that option from the code branch for the
same reason.

[Endless] Drop 'render' group

udev upstream is not setting the group of /dev/dri/renderD* nodes with
group render. We don't need this group on Endless OS, so lets revert
this change for now.

This reverts 3 commits, with manual intervention required because some
files have been moved around:

PAYG: Ignore efi in dir busy check for gpt-auto-generator

We want /boot to be the ESP, but it's not happening because
our /boot (from ostree deployment) contains an efi dir.

If we make an exception for the efi dir systemd will mount the
ESP over the otherwise empty /boot dir.

fsck: Do not fail when fsck returns an error

The boot process relies on systemd-fsck return value when verifing the
root filesystem in order to continue booting. Even if the root
filesystem check fails with errors that can't be automatically recovered
from, we should continue booting in read-only mode (per the filesystem
mount options), to give the user the opportunity to backup their data
before an manual recovery can be performed.

This was working previously only with our downstream commit "fsck: disable fsck
emergency mode", but a change in the code flow introduced by commit 9013653e3c
"fsck: configure logging before use and define main through macro" affected the
return value and half-disabled our downstream customization.

journald: periodically drop cache for all dead PIDs

In normal use, this allow us to drop dead entries from the cache and reduces
the cache size so that we don't evict entries unnecessarily. The time limit is
there mostly to serve as a guard against malicious logging from many different
PIDs.

eos.preset: disable peer-to-peer updater by default

This is supposed to only be enabled on certain images, to which
/etc/systemd/system-preset/40-eos-update-server.preset is added at image
build time with:

  enable eos-update-server.socket
  enable eos-updater-avahi.path

But due to our enabled-unless-proven-guilty behaviour, they were in fact
enabled on all systems.

The daemon actually quits as soon as it is started if its config file
doesn't instruct it to advertise updates, so this is only a boot-time
performance problem, not a correctness problem.

core: rework how we flush incoming traffic when a socket unit goes down

Previously, we'd simply close and reopen the socket file descriptors. This is
problematic however, as we won't transition through the SOCKET_CHOWN state
then, and thus the file ownership won't be correct for the sockets.

Rework the flushing logic, and actually read any queued data from the sockets
for flushing, and accept any queued messages and disconnect them.

Disable 'split-usr' configure option

This switch is used to ensure that systemd will work on systems where
/bin, /lib and /sbin directories are not symlinks to their /usr
counterparts. On Endless OS this switch causes an error on shutdown.
