Build an additional NX shim, mark MokManager and Fallback as NX_COMPAT

* As part of the NX rollout, two shims will be-built:
  - shimARCH.efi: Does not set NX_COMPAT, that defaults MokPolicy to 0
  - shimARCH.nx.efi: Sets NX_COMPAT, defaults MokPolicy to MOK_POLICY_REQUIRE_NX
* MokManager and Fallback will both have NX_COMPAT set now
  - This will allow the same MokManager and Fallback to be used with
    both shims
