Description of the change

Since kinetic, exim4 has been failing a TLS test most of the time:

<- 220 TLS go ahead
 -> QUIT
*** TLS startup failed (connect(): error:0A000438:SSL routines::tlsv1

Sometimes it passes, but most of the time it fails. This is a real bug: the linked bug has some investigation in the latest comments.

migration-reference/0 also fails (but can also pass, depending on luck).

This is currently blocking the openldap SRU #2000817

Not needed; the baseline retest was sufficient, https://ubuntu-archive-team.ubuntu.com/proposed-migration/kinetic/update_excuses.html#openldap no longer shows exim4 as a blocker. This will disappear from https://ubuntu-archive-team.ubuntu.com/pending-sru.html on next refresh.
