debian-archive-keyring is too old on bionic and debootstrap fails to bootstrap debian stable (LP: #1994013)

In the past (https://git.launchpad.net/ubuntu/+source/docker.io/commit/?h=import/20.10.7-0ubuntu5_18.04.2&id=9912f1f05db7228d411027a6a9efe323b1c61934)
debian-archive-keyring was not installed as a test dependeny, but now it is.

Future updates to docker.io will deploy bionic instead of debian stable (see https://github.com/tianon/debian-docker/commit/0677de09383f58ddde5f0598934c2354dbc8b4fe)

This DEP8 test was manually run with an updated keyring and passed (https://bugs.launchpad.net/ubuntu/+source/docker.io/+bug/1960449/comments/54)
