but for now we want -proposed and the bootstrap archive in the sources.list

modify package list for ppc64el.

we can't install console-setup right now, so ubuntu-minimal doesn't work.
Instead, we've expanded the ubuntu-minimal depends here. and removed
console-setup.

Other change here is to get rid of linux-image-virtual.
