re-add cloud-initramfs-dyn-netconf to ubuntu-server.

In revision 2624 I removed cloud-initranfs-dyn-netconf from the
server seed. That caused some problems with MAAS (bug 1748875) and
open-iscsi's test cases (bug 1750851). I am reverting that change here.
