UBUNTU: [Packaging] use arch headers package when building download path for signed binaries
Derivatives do not produce a linux-libc-dev package, so we can't
use that. Nor can we use the $(srcpkg)-headers package as it is
arch=all and download-signed builds the path to the signed binary
using the architecture of the package. And we don't know the
flavor when downloading the binaries, so there really doesn't
seem to be any universal solution.
Thus for hwe-edge we're just going to carry a delta and use the
linux-headers-*-generic package.
